MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 23, 1987 <br />E <br />LIQUOR ORDINANC <br />CHURCH SETBACK <br />City Administrator Bernhardson explained that at the <br />February 9, 1987 meeting, Council requested staff review <br />with the churches affected what they would desire as a <br />possible setback. Based on the response received from 2 <br />of the 4 churches, staff recommends that a setback from <br />churches not be established. Staff recommends that a <br />setback of 500 feet be established from schools. <br />Mayor Grabek stated he had no problem with staff's <br />recommendation. <br />Councilmember Goetten stated she felt setbacks were <br />needed in conjunction with the current feelings and <br />efforts against alcohol. <br />Steve Martin, 1295 Loma Linda, a potential buyer of the <br />Orono liquor store, stated that he discussed the setback <br />issue with Pastor Mulligan and found that the church was <br />more concerned about the number of liquor establishments <br />within close proximity rather than the setback. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, to only adopt a setback of 500 feet from schools. <br />Motion, Ayes 3, Nays 2. Councilmembers Goetten and <br />Peterson voted nay. <br />1987 COMPENSATION <br />LIQUOR STORE EMPLOYEES <br />City Administrator Bernhardson explained the <br />recommendation that the Council adopt the proposed <br />compensation plan for the liquor store employees for <br />1987. <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Goetten, to adopt the compensation program <br />for 1987 for liquor store employees directing staff to <br />draft the appropriate resolution for adoption at the <br />Council's first meeting in March. Motion, Ayes 5, Nays <br />0. <br />PUBLIC INFORMATION /MARKETING <br />City Administrator Bernhardson explained the issues <br />involved in the City sending out a newsletter to the <br />residents and the alternative of utilizing the local <br />newspapers. Because of the non - budgeted costs for a <br />newletter, staff recommends that the newspapers be <br />utilized on a monthly or bi- weekly basis to see if this <br />would achieve the type of results desired, with review <br />after six months in conjunction with the 1988 budget <br />process. <br />14 <br />
