MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 23, 1987 <br />HIGHWAY 12 TASK FORCE UPGRADE <br />RESOLUTION #2144 <br />City Administrator Bernhardson explained the request <br />from the Willmar Chamber of Commerce to upgrade Highway <br />12 to a four lane highway from Wayzata west to Delano. <br />Orono has been on record for their safety concerns. <br />Staff recommends that the Council go on record again <br />requesting that necessary studies be taken to determine <br />what steps need to be taken to handle the anticipated <br />volume of traffic safely. <br />Mayor Grabek feels the problem should be addressed <br />carefully. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, that the City of Orono adopt Resolution #2144 <br />indicating its level of support of the Task Force. <br />Motion, Ayes 5, Nays 0. <br />HENNEPIN PARKS <br />LAKE MINNETONKA REGIONAL PARK <br />City Administrator Bernhardson introduced Neil Weber and <br />Vern Hartenberg from Hennepin Parks. <br />Mr. Weber submitted to Council the feasibility study <br />which will be submitted to the Metropolitan Council for <br />approval. He explained that Hennepin Parks has owned <br />property on Lake Minnetonka for many years. He noted <br />that they do not propose a park on Lake Minnetonka for <br />the purpose of additional lake access, but if they do <br />not provide access, they will not get funding. The <br />areas currently owned by Hennepin Parks are: <br />Noerenberg Park - a garden memorial park in which no <br />lake access can be provided. <br />Big Island - can not be developed, must remain a <br />sanctuary. <br />Goose Island - basically a pit -stop island for <br />boaters, no camping allowed. <br />Wawatosa Island - Camping by permit allowed. <br />The properties that are being considered for acquisition <br />are the Big Island Veterans Camp (which is currently not <br />available) and 320 acres in Minnetrista. He noted that <br />at public hearings, the public was informed that the <br />Park District's intent was for a regional park, not an <br />access, and there seemed to be little opposition to <br />this. <br />City Administrator Bernhardson explained Orono's <br />position that they do not oppose the regional park or <br />the additional access in Zone 5 to the extent that <br />Hennepin Parks is able to take over all of the operation <br />of public accesses and that appropriate fees be charged <br />for the operation of these accesses, with a formal <br />12 <br />
