MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JANUARY 12, 1987 <br />#1093 P &A INVESTMENT <br />1380 SIXTH AVENUE NORTH <br />SUBDIVISION - PRELIMINARY APPROVAL <br />John Adams of P &A Investment was present for this <br />matter. <br />City Administrator Bernhardson explained that at the <br />December 8, 1986 Council meeting this application was <br />tabled pending further investigation by staff and the <br />developer of the access alternatives. He noted that the <br />property abuts Tanglewood Road and that the Tanglewood <br />residents are against the use of Tanglewood Road for the <br />proposed subdivision. The developer has submitted a <br />revised preliminary plat drawing showing an outlot for <br />future use as right -of -way, intending to provide a <br />suitable corridor for a future connection between <br />Tanglewood and Knoll Manor Roads. He noted that the <br />access proposed by applicant meets the County's minimum <br />sight distance standards but does not meet their normal <br />required sight distance for an access. From a planning <br />standpoint, staff recommends that Tanglewood be combined <br />with the Knoll Manor access, noting that this <br />recommendation would create an issue regarding payment <br />for the combining access. <br />Attorney Jeff Carson was present and submitted a <br />statement on behalf of the Tanglewood Homeowners <br />indicating objection to any proposals that impact <br />directly on Tanglewood Road. He noted that any <br />connection to Tanglewood Road would have to be by <br />agreement with the Tanglewood Homeowners Association or <br />through the exercise of eminent domain by the City of <br />Orono. He also noted that the Tanglewood residents <br />�J should not be responsible for the cost of a new road <br />because they have already paid for Tanglewood Road. <br />John Adams stated that his proposal as presented does <br />not involve a joint access due to the desires of the <br />adjacent property owners. <br />Mayor Grabek voiced his concerns with long range City <br />planning and the safety issue of joining the access, <br />however, he does not feel the Tanglewood residents <br />should be subject to any additional expense. He stated <br />that if the applicants proposed access were in fact a <br />safety hazard, the County would not have approved the <br />access curb cut. <br />4 <br />
