Stairways, lifts and landings. � <br /> ,., , Stairways and lifts are the preferred alternative to major topographic alterations for <br /> achieving access up and down bluffs and steep slopes to shore areas. <br /> Sec. 78-1286. Topographic alterations/grading and filling. <br /> (b.) These low walls are proposed to have <br /> significant vegetative screening which will reduce the visual appearance of the stair <br /> system and create a more natural looking slope from the lake. <br /> 2 <br />
