MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,November 17,2008 <br /> 6:00 o'clock p.m. <br /> (08-3386 JASIN LARSIN,2485 CRYSTAL PLACE,CONTINUED) <br /> Larsin indicated the side walls would likely be eight to ten feet tall. <br /> Berg asked whether the applicant has any formal plan drawn up. <br /> Larsin stated he did not want to incur the cost of an architect if his plans would not be approved. <br /> Berg stated in her view the Planning Commission should have a plan in front of them prior to approving <br /> the application and that she is hard pressed to approve the application without a formal plan. <br /> Kempf commented the Planning Commission is sensitive to the view of the neighbors and that the City . <br /> does not want an overly large structure being constructed. <br /> Berg commented she understands the reason for not having the grading and drainage finalized at this <br /> stage but that the Planning Commission should really have a formalized plan for the garage to review. <br /> Turner noted the applicant would need to submit formal plans prior to the Council meeting. <br /> Schoenzeit asked whether the Planning Commission could approve a certain footprint and pitch of roof. <br /> Turner indicated they could <br /> Bennett noted a certain portion of the house encroaches on the neighbor's property, and asked whether <br /> there is an agreement between the two parties. <br /> Larsin indicated he purchased the home as is and that he is unsure when that portion was added on. <br /> Larsin stated that portion of the home is basically a staircase to the cellar,which houses the furnace. <br /> Bennett asked whether that portion of the house could be removed. <br /> Larsin stated if it was removed,he would no longer have access to the cellar. <br /> Berg commented there should be something noted on the chain of title if there is an agreement. <br /> Bennett stated the size of the garage would limit what else could be done on the lot, especially as it relates <br /> to increasing the size of the house in the future,and asked whether the applicant is aware of that. <br /> Larsin stated he does understand that and that he has reduced the size of the house in order to reduce the <br /> hardcover on the lot. <br /> Berg asked what portion of the house is going to be removed. <br /> Larsin stated it is a small room without a closet and was not part of the original construction of the house. <br /> Bennett asked whether the applicant is aware that he would need to pave the driveway. <br /> Larsin stated he did read that in the report.
