NIINUTES OF THE <br /> ORONO PLANNING COMNIISSION <br /> Monday,July 17,2006 <br /> 6:00 o'clock p.m. <br /> (#06-3219 Harriet and Edson Spencer,Continued) <br /> Turner stated the information submitted by the applicant did not arrive in time for Staff review and Staff <br /> would recommend tabling the item to allow a review of that information and for additional information to <br /> be provided. <br /> Bremer inquired what information has not been submitted. <br /> Turner stated Staff has not had an opportunity to review all the infozmation submitted to date and that the <br /> City Engineer has indicated he requires fiu ther information be submitted. <br /> Spencer stated he acquired Lot 2 in 1972,which was done by lot line rearrangement. Spencer stated they <br /> are requesting the Planning Commission approve returning it back to two separate lots. <br /> Spencer stated they have a purchase contract with Mr.Fullerton for the purchase of the second lot and <br /> that the driveway for the new lot has to come in from the west since it is not feasible for it to enter the <br /> property at any other point. � <br /> Spencer stated the current road serves three homes and has been in existence for a number of years. A <br /> more formal road association than what has previously existed is being considered for the road., <br /> Spencer stated they are in the process of discussing with the Minnesota Land Trust and the Minnehaha <br /> Watershed District the possibility of a conservation easement to prevent any building on the new lot. <br /> Spencer requested the Planning Commission approve the creation of the two lots. � <br /> • Turner stated the other issues for consideration are the creation of an outlot for the road and the <br /> improvement of the roadway. <br /> Bremer inquired whether Staff would be in favor of the conservation easement. <br /> Turner indicated that would raise the question of who would own and maintain the property that has the <br /> conservation easement. <br /> Hust stated this afternoon she received some information from Mark Gronberg on how to construct the <br /> driveway,which she could leave with Staff. Hust indicated the new lot would consist of 12 acres,with <br /> more than six acres dry buildable. <br /> Jurgens inquired what the slope of the driveway would be. � <br /> . � <br /> Hust stated the driveway starts out at two percent and goes up to ten and then drops down again. <br /> Jurgens stated an outlot would serve the function of a split and could be deeded for the purpose of a <br /> conservation easement.
