MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday,July 17,2006 � <br /> 6:00 o'clock p.m. <br /> (#06-3219 Harriet and Edson Spencer,Continued) <br /> Turners stated fire code calls for a 20-foot paved road. <br /> Kempf stated he likes the winding road that goes back into this area and that he would prefer to see the <br /> road remain as is. <br /> Jurgens stated the caveat he would put on that is that once the lots are improved,the road should be <br /> brought up to code. Jurgens pointed out that the recommendation to upgrade the road is to allow for <br /> better emergency vehicle access. Jurgens stated he would be willing to agree to a 20-foot road in order to <br /> help preserve the character of the area. <br /> Jurgens inquired how the conservation easement would be maintained. <br /> Hust stated someone would have to maintain the conservation easement and that they are looking at <br /> different options. <br /> Bremer stated it seems to make sense to change the driveway to an outlot at this time and to increase the <br /> width of the road to 20 feet. <br /> Hust inquired whether the property to the west of the driveway would need to be an outlot. <br /> Turner stated it would be unless there is a building site defined on it.Turner stated Staff's major concern <br /> is that the building site on the new lot is on a very steep slope. <br /> Jurgens inquired whether a bluff analysis has been completed. <br /> Turner indicated an analysis has been started but that there probably is a bluff in that area. <br /> Hust indicated Mark Gronberg has informed her that there is no bluff. <br /> Bremer commented it sounds like creating an outlot for the road is a good idea and that the outlot be made <br /> large enough to allow for the road to be widened at some point in the future. <br /> Hust stated the easement is 50 feet wide. <br /> Gaffron stated a 50-foot outlot could be needed. <br /> Bremer inquired about the access and whether that should be changed. <br /> Spencer stated they are not able to agree to the access changing. <br /> PAGE 34 <br />
