MINUTES OF THE <br /> ORONO PLANNING COMIVIISSION MEETING <br /> Monday,June 19,2006 <br /> 6:00 o'clock p.m. <br /> (#06-3208 RYAN COMPANIES,CONTINUED) <br /> McJilton stated they are looking for approval to renovate the existing building,remove the small office <br /> building,which was originally a house,and the"butler"building, and to add three additional <br /> office/warehouse buildings. McJilton stated the phasing of the project would involve the removal of the <br /> small office building and renovation of the existing building at the start of development, followed by <br /> construction of the office/warehouse buildings. Most likely the building on the corner would be the <br /> first one constructed. Mc7ilton stated it is their belief the project is consistent with the Orono's <br /> Comprehensive Plan. <br /> McJilton stated they have had limited time to review Staff's comments that they just received today. <br /> McJilton stated the first issue deals with the conditional use permit and that they are proposing building � <br /> materials that would utilize the same features and colors as the two smaller buildings. McJilton <br /> indicated they have brought boards displaying the materials they are proposing to utilize on the <br /> buildings and that they are also looking to do some upgrades to the existing building but that the use of <br /> the building was remain basically the same. <br /> McJilton stated the second issue is the roadway/right-of-way width for the public street that is being <br /> proposed and would connect to the Morrie's Automotive property. McJilton stated there was some <br /> discussion concerning the right-of-way during the approval process for the newly adopted industrial <br /> ordinance and it was their understanding they should propose the width of the right-of-way. McJilton <br /> stated they are proposing a 50-foot right-of-way,with the City recommending a 70-foot right-of-way, <br /> and that they are in the process of completing a variance application. McJilton indicated the paved <br /> section would remain at 32 feet and a 50-foot right-of-way would allow reasonable access to the <br /> property and reasonable use of the property. <br /> McJilton stated they are somewhat challenged given the location of the existing building and the <br /> separation required between the intersection with Old Crystal Bay Road and the bridge over the railroad. <br /> McJilton stated the third issue was limiting the driveways to right-in/right-out only. Because the <br /> "butler"building would not be removed before the building on the corner was constructed,the corner <br /> building and building to be renovated would have very limited access if these driveways were restricted. <br /> It was their understanding the driveway to Wayzata Boulevard would remain as is until a median was <br /> constructed. At that time the driveway would be shifted east to the property line so it could be shared <br /> with Western Steel but there would be no opening in the median. Based on their traffic study,there was <br /> no need to limit the driveway to Old Crystal Bay Road to right-in/right-out only. <br /> McJilton indicated the final issue deals with drainage and that they are worldng with MnDOT as it <br /> relates to the pond. McJilton indicated they have presented that data to Morrie's Automotive last week. <br /> McJilton indicated they concur with staff to move this application forward to the City Council. <br /> Rahn opened the public hearing at 7:44 p.m. <br /> There were no comments regarding this application. <br /> PAGE 14 <br />
