More than 12 feet(3658 mm) above the fuushed grouiid level at a�iy point. <br /> However, going back to our building lieight defiiution, the Code says "...Topo�apluc <br /> changes which elevate the adjoining ground level above tlie existing terrain shall not be � <br /> considered in determining building height..." therefore the City's fiulctioizal definition <br /> for determining a story has been that the lower portion of a building is considered as a <br /> basement (and not a story) wheii at least 50% of the lowest portion's perimeter is covered <br /> (by nat�iral grade or fill) to a height of at least 6 feet above the lowest floor. The <br /> perimeter of the lower level does not include poi�tions of the house or �arage that do not <br /> have a lower level but are merely "unexcavated". We have been rejecting proposals that <br /> artificially raise the grade adjacent to the foundation in order to create the 6 feet of • <br /> required coverage, because this would result in homes tliat are on "plateaus" a.ild not in � J� <br /> context with the neighborhood nor ineetuzg the intent of the height ordinances. <br /> Sec. 78-330.
