ORONO CITY COUNCIL MEETING <br />MONDAY, JUNE 10, 2002 <br />• 3. #02 -2782 Professional Properties of Orono, 2765 Kelley Parkway —PUD <br />Rezoning and Concept Plan Review Resolution No. 4823 — Continued <br />Sansevere asked if the applicant would be able to purchase the adjacent land to the west of <br />the parcel. Dr. Karl Berg stated that they had only just found out they could not acquire <br />the land to the west. <br />Dr. Berg stated that they could not get green space around their building if the City <br />requires intensive green space along Kelley. The green space requirements change the <br />building to the extent that the drive - through concept would no longer work. Without the <br />acquisition of the adjacent land, the current building plan would not work, so they would <br />end up redoing the building plan. He stated that a two -story building was not an option <br />for their planned use of the building. The medical interior hasn't been designed yet, so <br />they still have some flexibility. Also, they would like to purchase the property to the east <br />of their parcel. <br />Murphy asked if it would help if Kelley Parkway were moved north. Dr. Berg stated the <br />road couldn't be moved quickly enough. They would require a variance or some other <br />direction from the Council. <br />Mayor Peterson stated that she was not willing to grant a variance on new construction on <br />• the north side along Kelley Parkway. Sansevere, Murphy, White, and Nygard agreed. <br />0 <br />Murphy stated he would like to see Kelley Parkway made more serpentine. Moorse stated <br />that moving the intersection of Kelley Parkway and Old Crystal Bay Road to the north <br />would not solve the traffic problem caused by school traffic during morning and afternoon <br />peak times. Moving it would be expensive and would affect the bermed green space in <br />front of City Hall and the Police Station. He stated that the green space issue wouldn't <br />kill the medical office project because there was the chance that they could buy the <br />property to the east, or the City could buy it and lease it to the medical office <br />development. White stated that even with the road made more serpentine, it would not <br />affect the medical office building because of needing a straight stretch leading to the <br />intersection. <br />Dr. Berg stated that even if they are unable to purchase the parcel to the east, they could <br />take the building off the 45 degree angle and make it work on the existing parcel. He <br />asked Council to give them direction on the storm water issue and whether or not they <br />should continue on the current concept. Moorse stated that the storm water issue couldn't <br />be resolved at the meeting because the applicants needed approval from the Watershed <br />District. <br />Gaffron pointed out that the storm water issue was addressed in the resolution, items 8 and <br />16. <br />3 <br />
