ORONO CITY COUNCIL MEETING <br />MONDAY, JUNE 10, 2002 <br />PARK COMMISSION COMMENTS—PA ULINE BOUCHARD, <br />REPRESENTATIVE — Continued <br />White asked if the sidewalk would be on the west side of the street and if a retaining wall <br />would be used. Kellogg stated they would be. <br />White asked if there would be a nautical theme for the Hackberry Park play equipment. <br />Bouchard stated that they had held a neighborhood meeting, but a theme had not been <br />chosen at that point. <br />PLANNING COMMISSION COMMENTS <br />None. A representative from the commission was not present. <br />PUBLIC COMMENTS <br />Cliff Otten of 2350 West Wayzata Boulevard stated that he was in support of the <br />development on Willow and Highway 12. <br />• <br />Murphy asked him what Long Lake's position was on the grocery store. Otten replied • <br />that officially he didn't know, but thought they preferred it in the industrial area, not the <br />downtown. <br />ZONING ADMINISTRATOR'S REPORT <br />3. #02 -2782 Professional Properties of Orono, 2765 Kelley Parkway —PUD <br />Rezoning and Concept Plan Review — Resolution No. 4823 <br />Gaffron stated that the applicants were present. They are proposing a medical office <br />building at the northeast quadrant of Old Crystal Bay Road and Highway 12. At the last <br />meeting Council reviewed the concept plan and made a number of recommendations to <br />the applicants. The resolution for adoption contains a number of elements, including <br />findings that establish a basis for rezoning from RR -1B, One Family Rural Residential <br />District, to B -6/PUD for medical office use. He stated that in the conclusions section the <br />resolution grants concept approval and establishes specific conditions for development <br />plan approval. Gaffron stated that Council should look closely at Section A, Development <br />Standards and General Conditions. The resolution does not address the possibility of site <br />expansion by acquisition of adjacent lands, however, the applicant may need to acquire <br />more land in order to meet the conditions of the resolution. He suggested Council review <br />the concept plan resolution and give the applicant direction for the development plan <br />approval phase. • <br />2 <br />
