At the time of preliminary plat and development of the road staff would <br /> expect tlus excess to be eliminated. All lots except lot 6 would have access off the <br /> private road, however a second Fox Street access would be required for lot 6. The <br /> Planning Commission should discuss whether creation of a second access onto Fox Street <br /> should be allowed at the time of preliminary plat or if a outlot should be created for <br /> access, possibly off of proposed lot 5. Also, the City Engineer will have to confinn that <br /> the entrance to Fox Street is at a safe location. <br /> Park/Trail Easement or Dedication Needed <br /> The CMP indicates a future trail along Fox Street. Tlie CMP has not indicated which <br /> side of the road the trail is plaruied for but it does indicate the trail would be on the <br /> shoulder ar separated. In an effort to plan for the fithire construction of tlus trail, staff <br /> would reconunend that a 10' trail easement be dedicated along Fox Street and that all <br /> setbacks shall be measured from the edge of the trail easement. <br /> Road Improvements and/or Easements Needed <br /> The City will require a Road, Drainage and Utilities Easement over the private road, <br /> which should be platted as an outlot. The City would also require standard perimeter aiid <br /> drainage easements around all property boundaries as well as conservation and flowage <br /> easements over the delineated wetlands. <br /> Stormwater and Drainage Improvements <br /> Development of the property will likely require creation of a NURP pond to collect, at a <br /> minimum, runoff from the proposed private road. The property will also be subject to the <br /> Stormwater and Drainage Trunlc Fee, established curreiitly at $2,700 per acre for the 2- <br /> acre zone. <br /> Utility Locations and Availability <br /> The property would be served by septic systems and private wells. All septic systems <br /> must be located 100' from the 929.4 elevation, 20' froin all property boundaries, 10' <br /> from stnictures, and 26' froin the delineated edge of wetlands. Private wells shall be <br /> setback 3' from stnictures and 50' from septic systems. <br /> Lakeshore Proximity and Conformity with Shoreland Regulations <br /> The property is essentially a large peninsula with well over 3,500 feet of shoreline. <br /> Althouglz the property abuts a 929.4 elevatioii, the individual lot may have only limited <br /> riparian rights. Docks and lake access of any kind, if allowed, will likely require wetland <br /> alteration or encroachinent approvals from the City and other agencies. Because of the <br /> proximity of the property to the Uody of Lake Minnetonka and Loiig Lake Creek, all <br /> shoreland restrictions apply. <br /> Wetlands on Site and/or Impacted <br /> The only apparent non-lakeshore wetlands on the site are those in the northeast corner of <br /> proposed lot 6 and the northwest corner of proposed lot 1 (labeled on the suivey as a <br /> pond). The preliminary plat application should inclttde a completed wetlaiid delineation <br />
