• <br /> MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday, September 19,2005 <br /> 6:00 o'clock p.m. <br /> (#05-3154 CITY OF ORONO RURAL OASIS STUDY, CONTINUED) <br /> The Planning Commission should consider whether this CMP Amendment should be further revised. <br /> Gaffron stated that upon Planning Commission recommendation,the amendment would be forwarded to <br /> the City Council for consideration and preliminary approval and then forwarded to Metropolitan Council <br /> for review and acceptance. The amendment will also be forwarded to adjacent cities for comment, and is <br /> not expected to be controversial, so Metropolitan Council approval would be anticipated relatively <br /> quickly. <br /> Planning Staff recommends holding the public hearing, accept public comments on the proposed <br /> amendment, and subject to the above-noted revisions and any other changes you conclude are warranted, <br /> recommend that the City Council adopt the Comprehensive Plan Amendment. <br /> Rahn opened the public hearing. <br /> There were no public comments regarding this application. <br /> Rahn closed the public hearing. <br /> Jurgens indicated he did not have the benefit of being at the work session, and inquired whether the issue <br /> of preserving the corridors was discussed. Jurgens commented this amendment addresses development <br /> and inquired whether there is any language designed to protect corridors. <br /> Gaffron stated within a new subdivision every lot would be subject to this amendment but that individual <br /> lots under five acres being developed are not anticipated to be part of this amendment. <br /> Rahn stated he did inquire at the work session whether this would affect a single-family home and the <br /> language was changed to only impact developments greater than five acres. <br /> Jurgens inquired whether there is a need to protect those corridors even with single-family homes. <br /> Rahn commented that this amendment is the beginning stages of the process and that the City could look <br /> at that in the future. <br /> Gaffron indicated part of the discussion at the work session involved a definition of development. <br /> Gaffron stated a master plan requirement would be incorporated for any subdivision or development <br /> greater than five acres or lots guided for urban density, <br /> Jurgens suggested the issue of protecting corridors be looked at in the future. <br /> Leslie moved,Rahn seconded,to recommend approval of Application#05-3154, City of Orono, <br /> Adoption of the Rural Oasis Study,Amendment to the Comprehensive Plan and Municipal Code. <br /> VOTE: Ayes 7,Nays 0. <br /> PAGE 36 <br />
