MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday, September 19,2005 <br /> 6:00 o'clock p.m. <br /> Leslie moved,Kempf seconded,to recommend approval of Application#05-3153,City of Orono, <br /> 78-1577,Exterior Storage, Ordinance Amendment. VOTE: Ayes 7,Nays 0. <br /> 12. #05-3154 CITY OF ORONO RURAL OASIS STUDY,AMENDMENT TO THE <br /> COMPREHENSIVE PLAN AND MUNICIPAL CODE, 10:24 P.M.—10:39 P.M. <br /> Gaffron noted the Planning Commission has reviewed the Comprehensive Plan Amendment language at a <br /> work session held on September 7, 2005, and suggested the following revisions: <br /> 1. Remove the editorial comment at the top of page six. <br /> 2. At the top of page seven,reverse the order of Goals#1 and#2 to reflect that preservation and <br /> enhancement of the existing"rural character"of the city should be the primary goal. <br /> 3. On page nine, include "views of powerlines"in the list of Negative Views. <br /> 4. On Page 16,with regards to the creation of a Master Planning Requirement,revise the language <br /> to require that"...any subdivision or multi-unit development greater than five acres or guided for urban <br /> density to follow the parameters of the Conservation Design Ordinance."The intent of this revision is to <br /> clarify that construction of a single-family residence on a lot larger than five acres should not trigger <br /> Conservation Design. <br /> 5. On page 17,with regards to Applications and Procedures,reorganize and re-word the bullet <br /> points as follows: <br /> a) Review and respond to the Orono Natural Resource Systems Master Plan. This <br /> Master Plan(CPA Figure 16)was prepared... <br /> b) If the site exists adjacent to a document corridor in the Rural Oasis Project,review <br /> and respond to the existing analysis. <br /> c) If the site is not adjacent to a documented corridor,have a qualified consultant <br /> prepare a similar analysis and submit it to the City for review. This analysis should <br /> include the documentation of views, corridor enclosure, and landmarks through a <br /> plan analysis and photographs. Pay a standard fee(possibly pre-acre)to be <br /> established in the City Fee Schedule)to cover the expenses of the City in hiring a <br /> consultant to review the ecological site analysis. <br /> d) Additionally, submit a natural resources inventory of the site, including a tree survey, <br /> a wetland inventory, and a survey of existing drainage patterns." <br /> The intent of the revision as shown in Item c) is to establish that the City intends to review the ecological <br /> analysis of applicants' consultants,rather than having the City prepare such analysis. <br /> PAGE 35 <br />
