MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,January 18,2005 <br /> 6:00 o'clock p.m. <br /> NEW BUSINESS <br /> #5 #05-3072 ORONO PUBLIC SCHOOL DISTRICT#278, 685 OLD CRYSTAL BAY ROAD- <br /> VARIANCE AND CONDITIONAL USE PERMIT AMENDMENT, 6:58 p.m.—7:19 p.m. <br /> Neal Lawson and John Osland appeared on behalf of the Orono Public School District. <br /> Curtis stated the Orono Public School District is requesting a variance and conditional use permit in order <br /> to replace the existing campus monument sign with a new monument sign. The new sign would be <br /> located at the northwest corner of the intersection of Old Crystal Bay Road and Highway 12 on school <br /> district property. The applicant is proposing a 9' 2"tall by 11' wide monument with 56 square feet of <br /> sign face, including a 30 square foot static electronic readerboard. As proposed,the static electronic <br /> readerboard is not considered a flashing illuminated sign,which is not allowed. <br /> Curtis stated a variance is being requested to the 12 square foot residential zone sign limitation for the 56 <br /> square foot sign on one side of the monument. A conditional use permit is also being requested for a sign <br /> related to an institutional use within a residential zone. <br /> Curtis requested the Planning Commission consider the following issues: <br /> 1. Does the Planning Commission feel that the monument sign,readerboard sign and its proposed use are <br /> appropriate. <br /> 2. Will a static electronic readerboard serve as a distraction to vehicular traffic. <br /> 3. Does the landscaping proposed address the guidelines within Section 78-1467 regarding monument <br /> signs. <br /> Curtis noted Section 78-1467 requires that 200 square feet of ground area around the base of the <br /> monument sign be landscaped with shrubs or perennials. Curtis stated the applicant is proposing <br /> approximately 60 to 70 feet of landscaping which matches the existing landscaping on the property. <br /> Staff finds the hardship to be the fact that currently the Orono sign codes do not address institutional uses <br /> within residential districts,making it difficult to meet the needs of schools and other institutional uses <br /> within residential districts. Staff recommends approval of the sign variance and conditional use permit <br /> for a new campus monument sign. <br /> Lawson thanked Staff for their help on this application. <br /> Rahn asked for public comment. <br /> There were no public comments regarding this application. <br /> Fritzler inquired what would go into the sponsor panel. <br /> PAGE 10 <br />
