• <br />• <br />• <br />MINUTES OF THE ORONO PLANNING COMMISSION MEETING <br />HELD JUNE 15, 1992 <br />ZONING FILE #1743 — CONT. <br />Mabusth added that final approval is conditioned upon receipt of <br />a conditional use permit application for the guest house. <br />Chair Kelley asked about the detached garage within the wetland <br />setback area. <br />Gronberg noted there is a culvert under the railroad that has made <br />the area artificially high. The culvert was partially unplugged <br />this spring which did drain the area somewhat. He added there may <br />be some impact as to where the actual wetland line is determined. <br />Chair Kelley stated that the detached garage is also in the front <br />yard. <br />Mabusth stated that technically this is a Lakeshore lot, so a <br />detached, accessory structure is allowed in the street yard. <br />Chair Kelley felt that the structures on the property should meet <br />the code or be eliminated. <br />Howell stated she was confused as to the actual water line for the <br />wetland. She felt that if the culvert were cleared out, the water <br />line would change. <br />Bellows stated that the tennis court has been known to have ducks <br />swimming on it on occasion. <br />Rowlette said that during the last 19 years, the tennis court has <br />been under water periodically. <br />Gronberg added that the culvert connects to the wetlands adjacent <br />to Lake Minnetonka at 929.4' elevation. Last fall the elevation <br />of the wetland was 932.3', almost 3' higher. He felt there is a <br />large impact if the culvert is functioning properly. <br />Bellows asked the how the elevation of the wetland is determined. <br />Mabusth stated the culvert located by City staff last spring is <br />below the 929.4' elevation. She added there may be another culvert <br />at a higher e I evat i on has not been located yet. She noted the other <br />culvert controlling elevation for the Browns Bay wetlands is 933', <br />the elevation of the drainage ditch on the north side of the <br />railroad track that would carry overflow drainage to Tanager Lake. <br />Gronberg noted that after the culvert was partially unplugged, the <br />water came down a half foot. <br />Bellows asked the elevation of the tennis court. <br />E <br />
