MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,May 20,2002 <br /> 6:30 o'clock p.m. <br /> (#02-2789 DAHLSTROM DEVELOPMENT, Continued) <br /> Hawn moved,Bremer seconded, recommending to Council that they guide appropriate spaces in <br /> the area defined by Willow Drive on the east,Old Crystal Bay Road on the west,Highway 12 on the <br /> south, and the border of Willow View on the north for possible retail that is not accessory to the <br /> offices or anything else. VOTE Ayes 6,Nays 1,with Smith dissenting. <br /> Hawn moved,with respect to the same geographic area bounded by Willow Drive on the east, Old <br /> Crystal Bay Road on the west,Highway 12 on the south,and Willow View to the north,that such <br /> retail use shall be conducted in buildings no greater than 20,000 s.f. <br /> Smith asked if size is the only precursor here. <br /> Based on these various concerns,Hawn wished that the Commission did not have to come up with a vote <br /> this evening. <br /> Gaffron pointed out to the Commissioners that all of these decisions do not need to be made this evening. <br /> He suggested that they table further discussion upon obtaining more information,results of a traffic study, <br /> discussions with Long Lake, etc. <br /> Carolyn Krall stated that defining building types can help in defining use and asked the Commission to <br /> continue in order to allow her group to move the process forward. She maintained that Landform Designs <br /> needs to know if the concept is moving in the right direction. <br /> Smith questioned who should drive the process. <br /> Gaffron noted that the City should give the developer direction,which they have, and many things need to <br /> be done in the interim. <br /> Hawn informally asked how many of the Commissioners were comfortable with this grocery and parking <br /> plan.None of them were. She continued,by asking how many would be comfortable with a grocery store <br /> on the scale of a small box type with adequate parking, and a traffic study which supports it. <br /> Lindahl reiterated Landform's desire to define the specific square footage they could accommodate in <br /> order to move the process to Council. <br /> Gaffron reiterated that no clear vote on any size grocery has been made and repeated that this is still <br /> unresolved. He stated that what has been approved is residential south of Kelley Parkway, and retail that <br /> does not have to be accessory to anything,but the intent is that it supports the walkable community. <br /> PAGE 23 <br />
