MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,May 20,2002 <br /> 6:30 o'clock p.m. <br /> (#02-2789 DAHLSTROM DEVELOPMENT,Continued) <br /> Hawn moved,Mabusth seconded,recommending support of the concept to amend the <br /> Comprehensive Plan to allow the area south of Kelley and north of Highway 12 to be guided for <br /> residential use. VOTE: Ayes 6,Nays 1,with Kluth dissenting. <br /> Kluth pointed out that there is no Kelley Parkway delineated as of yet and parameters should be set before <br /> blanket approval is given. <br /> Hawn withdrew her former motion in order to define the boundaries of Kelley Parkway. <br /> Mabusth stated that she would withdraw her second to the motion. <br /> Members of the Commission agreed to withdraw their former votes. <br /> Hawn moved,Mabusth seconded,to recommend to Council that the Comprehensive Plan be <br /> amended in order to guide development of the area north of Highway 12, South of Highway 6, <br /> between Willow Drive and Old Crystal Bay Road for residential or office space use. VOTE: Ayes 7, <br /> Nays 0. <br /> Kluth questioned if the Commission is going against the Comprehensive Plan by allowing residential. In <br /> concept,he was willing to go along with retail use,however,he cautioned the Commission to be careful <br /> of how intense a use it should be. He asked if the Commission was comfortable recommending an <br /> amendment to the comp plan, a plan that intentionally was drawn up to limit certain sizes to avoid an <br /> overly intensive use. <br /> Hawn continued by asking if the concept can be further defined in order to delineate between big box or <br /> little box. <br /> Rahn asked that in reference to the grocer, once adequate parking is achieved, if the Commission could <br /> vote in favor of the concept of a smaller grocer. <br /> Carolyn Krall stated that the previous plan allowed for small retail which supported the office. <br /> Hawn questioned whether the Commission can recommend to Council that they guide the development <br /> for possible retail that is not accessory to the office. <br /> PAGE 22 <br />
