City of Orono Project No: 000139-10047-0
Old Crystal Bay Road Reconstruction Page 6
CITY OF ORONO – OLD CRYSTAL BAY ROAD RECONSTRUCTION
3.0 Sanitary Sewer Improvements
The existing gravity sanitary sewer was installed in approximately 1962 and runs along the east side of
Old Crystal Bay Road from Old Highway 12 to approximately 1300’ north of Old Highway 12. The sewer
is 8 inches in diameter and constructed of vitrified clay pipe. Three forcemains connect to the existing
gravity sewer at the north end of the system. All flows are routed to the south and connect to the
sanitary sewer at Old Highway 12.
In August, 2010, the City televised the existing sanitary sewer in Old Crystal Bay Road. The televising
video and associated report revealed several concerns with the existing sewer, including mineral deposits
and infiltration.
The proposed sanitary sewer improvements are shown in Figure 2. The proposed improvements include
completely replacing the existing gravity sewer north of Old Highway 12. We are recommending sewer
replacement based on the age, typical life expectancy, and existing condition of the system. All sanitary
sewer services will also be replaced between the main and the right-of-way line.
There are two small diameter pressure sewers on the west side of Old Crystal Bay Road on the northern
end of the project. A two-inch HDPE pressure sewer serves the Jamestown Road neighborhood and was
installed in 2005. It runs along Old Crystal Bay Road from CSAH 6 to the existing gravity sewer manhole
approximately 1600 feet south of CSAH 6. In addition, a two-inch HDPE forcemain carries flows from a
lift station at the Orono Ice Arena to this same manhole. It was installed in 1997. There have been no
known issues with either of these systems. Therefore, given the relative age and condition, it is not
recommended to replace these pressure sewer pipes as part of this project.
Cost estimates for the proposed sanitary sewer improvements are presented in the Appendix.
3.1 ADDITIONAL IMPROVEMENT OPTIONS
Described below are two additional sanitary sewer improvement options that may be included as part of
this project. The proposed improvements are shown in Figure 2. The City should determine which of
the options, if any, it would like to be included in the project. A cost summary of each of these items is
included in Section 7.0 (Cost Analysis). Cost estimates for each of these additional improvement options
are provided in the Appendix.
A. MEDINA FORCEMAIN REPLACEMENT
In 1981, a four-inch forcemain was constructed to serve the Morningside Addition in Medina, just north of
CSAH 6. The pipe material is not known, although it is likely ductile iron pipe. The forcemain runs west
along CSAH 6 to Old Crystal Bay Road. It then runs along the east side of Old Crystal Bay Road to a
gravity manhole approximately 1600 feet south of CSAH 6. Given the age of this forcemain and its
location under the proposed road, we recommend the segment located along Old Crystal Bay Road be
replaced as part of this project.
Item #10 - CC Agenda - 10/25/2010
Old Crystal Bay Road Reconstruction Feasability Study [Page 9 of 42]
