City of Orono Project No: 000139-10047-0
Old Crystal Bay Road Reconstruction Page 7
B. OLD HIGHWAY 12 SEWER REPLACEMENT
This existing gravity sewer segment was installed in approximately 1962 and runs along the south side of
Old Highway 12 from Old Crystal Bay Road to the Orono/Long Lake municipal boundary, approximately
1500’ east of Old Crystal Bay Road. The sewer is 8 inches in diameter and constructed of truss pipe.
The sewer is currently undersized for the planned future service area. In addition, the pipe is in poor
condition. The televising report completed in August 2010 identified several locations where the pipe is
cracked, as well as several areas where the inner layer of the pipe has separated from the outer layer.
Therefore, we recommend that this segment of sanitary sewer be replaced as part of this project. Given
the close proximity of the sanitary sewer to the existing roadway, as well as to the existing Metropolitan
Council forcemain and other private utilities, we recommend utilizing pipe bursting, a trenchless
technology, to replace the sanitary sewer. All sanitary sewer services will also be replaced between the
main and the right-of-way line.
Constructing the additional sanitary sewer improvements A and B as part of the larger street and utility
project will likely be more efficient and cost-effective than completing them as stand-alone projects. It
should also be noted that the additional improvement options A and B are covered in the 1981 Sanitary
Sewer Construction and Service Agreement between Orono, Medina, and Long Lake. The City of Medina
should be contacted to discuss the cost sharing responsibilities identified in the agreement.
Item #10 - CC Agenda - 10/25/2010
Old Crystal Bay Road Reconstruction Feasability Study [Page 10 of 42]
