Phase I Ena�ironmental Site Assessment September 2, 2009 <br /> 5.0 SITE RECONNAISSANCE <br /> 5.1 Methodology and Limiting Conditions <br /> A site reconnaissance of the Property was conducted on August 6, 2009 by Ms. Jill Keefe of Carlson. <br /> The purpose of the site reconnaissance was to observe conditions at and surrounding the Property, <br /> and to document evidence of potential environmental liabilities. The reconnaissance also attempted <br /> to confirm the locations of sites listed in the database report (including "orphan" sites with inadequate <br /> address information), sites depicted on aerial photos, and sites sho��n on historical maps. Photographs <br /> taken during the site reconnaissance are included in Appendix H. <br /> 5.2 General Site Observations <br /> At the time of the site reconnaissance, the Property��as unoccupied. The Properry is developed with <br /> five buildings (residential home, a Qarage, t�>o animal barns and a chicken coop) on the east side and <br /> an un-permitted dump on the west side. Access to the buildings was not provided. Most of the land <br /> on the west side of the Property was overgrown, wetlands and heavily forested. <br /> The house is located on the most eastern portion of the Properry. Although inaccessible, it appeared <br /> to be a two-story ��alk-out rype house ��ith wood siding. The w�ater supply well was observed on the <br /> east side of the house and the septic system ��as observed on the north side. The garage is located on <br /> the northeastern portion of the Property. A junk pile consistina of tires, gas can, bikes, wood pieces <br /> and a compressor was observed on the north side of the garage. Two old cars were parked on the west <br /> side of the garage. A large w�ood chip pile��as located on the north side of the garage. <br /> The two animal barns and chicken coop were located ��est of the house. A wooden fence is located <br /> along the east side of the large animal barn. A junk pile ��hich consisted of items such as w�ood pieces, <br /> buckets, couches, bed frames, furniture, trash and a mattress w�as observed along the fence. <br /> The area ��est of the structures is undeveloped and heavily vegetated. A path/road runs across the <br /> Property froin west to east. A dried creek bed divides the center of Properry runninb north and south. <br /> Several areas of junk/debris were observed across the Properry and are noted on Figure 2. Areas that <br /> were noted include the north side of the Properry alona the edge of the wetlands; along the ��est and <br /> east side of the dried creek bed; and, beneath a clump of trees located east of the creek and ��est of the <br /> barns. Some items observed across the Properry in these areas included the follo��ing: concrete cinder <br /> blocks, chairs, wood palletes, cans, plastic bottles, brick, metal, tubs, sinks, and several lawnmowers. A <br /> tank u�as observed on the ��est side of the creek. It appeared to be in fairly good condition and its <br /> contents if any v��ere unknown. <br /> Soine areas on the Properry appeared to be bermed or could possibly be a higher elevation due to <br /> historically coverino of dumped materials. They are located on the ��estern portion and the central <br /> northern portion of the Properry. These areas are noted on Fiaure 2. <br /> Carlson Professional Services, Inc. Page 14 <br />
