Phase I En4�ironmental Site Assessment September 2, 2009 <br /> Conditional Use Pzrmits <br /> Mr. Smitih applied for a Conditional Use Perinit on June 7, 1971 stating that it would only be for <br /> covering the dump area. A response to the permit from Mr. Mike Scheller (Village of urono) states <br /> that only clean fill can be used for cover and that the dump is no�• unsightly v��ith exposed debris. Mr. <br /> Scheller also stated that they requested a topo from Mr. Smith and that the only fill going in would be <br /> from the Village and the Village could regulate it anyv��ay they wanted. <br /> �tic Inspection Reports <br /> The septic system��as inspected by the City of Orono from 1986 to 2006 and the system was not up to <br /> the current City Codes. In 1995 the system was considered non-conforming. In 1998, repair or <br /> replacement ��as requested by 2002. In 2000 the septic system v��as considered non-compliant and <br /> failing by visibly discharging untreated sev��age to the surface which could contaminate the <br /> environinent and surrounding��ells. The letter states the systetn must be replaced by December 2000. <br /> In 2002, 2004 and 2006 the sysrem ��as still non-compliant; however, it ��as no longer considered an <br /> imminent public health threat.
