Phase I Ena�ironmental Site Assessment September 2, 2009 <br /> A Site Visit Hennepin County Baseline Sites dated September 1998 reported that no one was home to <br /> escort personnel onto the site and no evidence of the dump was observed from the road. A Baseline <br /> Evaluation Summary on August 31, 1999 reported no evidence of a dump/contamination. An aerial <br /> photograph dated 1997 was in the file showing the approximate dump boundaries as the entire <br /> Property except for the house on the east side of the Site. A copy of the documents can be found in <br /> Appendix G. <br /> Citti of Orono Documents <br /> According to a Status of Property letter dated April 28, 2008 from the City of Orono, the Property is <br /> not served by Ciry sewer and w•ater and states that the septic system must be replaced before the <br /> Propert}� is sold unless the house is demolished. It also states thar according to rhe file, the Properry <br /> was used as a garbage dump from about 1935 through 1970 and they are listed as the Smith Dump <br /> and the Wayzata Settling Pond. The letter states rhat before a building permit could be issued the Site <br /> must either be investigated and found to not present a risk to human health or the environment or <br /> cleaned up. <br /> Correspondence with MPCA <br /> In an e-mail dated July 2, 200Z from Mr. Gerald Stahnke (MPCA) to Lyle Oman (City of Orono) Mr. <br /> Stahnke stares that he had been made av��are of dump debris at the Property in a wetland area and that <br /> some of the debris was visible and also that sinkholes had developed. Mr. Stahnke states that the <br /> owners ��ould like to establish better cover on tl�e dump. Mr. Stahnke recominended workinb out an <br /> acceptable closure plan ��ith the Watershed District. Mr. Stahnke also stated that in accordance w�ith <br /> the Best Manaaement practices for Dumps Fact Sheet, the dump should receive proper cover and <br /> vegetation its presence filed on the properry deed. <br /> Inspector Letters <br /> Accordina to a letter dated March 23, 1970 from the Inspector, Eric Smith (the Properry owner) had <br /> applied for a dump license. The inspector identified uncovered garbage from the prior year and the <br /> possibility that it could harbor rats. The letter stares that Mr. Smirh had been ill and was going to be <br /> covering the dump v��hen the v�•eather ��as better. The Pollution Control Agency required 1) no <br /> burning; 2) six inches daily earnc �over; 3) two feet final earth cover; 4) ground and surface water <br /> protection and 5) control of paper. <br /> According to the letter dated February 18, 1970 from the Inspector, he stated that he inspected the <br /> Eric Smith Dump on that day and noted that there had been no dumping since last fall and exposed <br /> garbage and rubbish on the outer perimeter still existed. Mr. Smith had stated that he sold his garbage <br /> route and was trying to come up with some dirt to completely cover the dump. The daughter called <br /> the inspector stating the garbage that is visible has been brought in by snowmobilers.
