MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 17,2015 <br /> 6:30 o'clock p.m. <br /> Barnhart stated that would likely be a function of the specific site. Barnhart stated there will be a public <br /> hearing and notices sent far the conditional use permit request and that what is before the Planning <br /> Commission tonight is a general text amendment. Barnhart stated capacity will be dictated by parking <br /> and available space in the building for each individual business. <br /> Landgraver asked which ordinance Staff would recommend. <br /> Barnhart stated the applicant has requested the first option, which includes the dog boarding, dog daycare <br /> and dog grooming. If the Planning Commission feels fine with the first ordinance, Staff would be <br /> comfortable with that. Barnhart stated the second option is more general but either ordinance gets the <br /> City to where the applicant would like to be. <br /> Michael Larson, 2829 Spy Glass Drive, Chaska, stated the application is to allow them to conduct <br /> business in the Navarre area. Larson stated they are looking to add definitions concerning dog boarding, <br /> dog grooming and dog daycare. Larson stated there can be certain connotation about kennels and that he <br /> wants to make it very clear that this is not going to be a kennel but is going to be a luxury pet hotel. <br /> Larson stated the impact on the community will be less than a kennel and that all the dogs will be kept <br /> indoors except during relief times. <br /> Lemke asked what capacity they are looking at. <br /> Larson indicated they are looking at 55 suites for smaller dogs under 25 pounds. <br /> Lemke asked if they would have staff there around the clock. <br /> Larson stated they are looking to employ 12 people in the beginning but would likely not have around- <br /> the-clock staff there initially. Larson stated once the business grows,they would have staff there around- <br /> the-clock. <br /> Berg asked where this building is located. <br /> Larson indicated it is to the west of the Dairy Queen and used to be a cabinet shop. <br /> Chair Leskinen opened the public hearing at 7:38 p.m. <br /> There were no public comments regarding this application. <br /> Chair Leskinen closed the public hearing at 7:38 p.m. <br /> Leskinen stated her only concern with the more general language in the Staff proposed ordinance is if the <br /> City gets a kennel. Leskinen stated it is one thing if an individual wants to limit their business to small <br /> dogs or to a certain number, but questioned whether the City is opening itself up to kennels in this <br /> particular zone with the broader definition. <br /> Landgraver noted there is no cap on the number of dogs and that in his view this is still a kennel even <br /> though they are calling it dog boarding. <br /> Thiesse asked whether the Planning Commission has to put a limit on the number of dogs. <br /> Page 11 of 43 <br />
