MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 17,2015 <br /> 6:30 o'clock p.m. <br /> Barnhart stated the one proposed by the applicant is more defined in the sense that it is indoor, overnight <br /> boarding. A dog kennel could be outdoors. The draft proposed by the applicant is much more defined in <br /> terms of the concerns of the Planning Commission and neighbors. Barnhart stated the Planning <br /> Commission can increase the number if they are not comfortable with four. <br /> Leskinen asked if the more defined version triggers any concerns that may be unintended. <br /> Thiesse stated he is still looking for a maximum number. <br /> Barnhart stated he would recommend not limiting that since there may be some sites that cannot fit the <br /> number the Planning Commission prescribes and that the maximum number would be site dependent, <br /> such as available parking, size of the building, etc. <br /> Leskinen noted there would still be the conditional use process to place specific conditions on individual <br /> businesses, which will help to alleviate some of the other potential concerns. <br /> Landgraver stated for other zones the City has limits on chickens and goats, and when it is left open- <br /> ended,the burden is on the City to find reasons to limit it later on. Landgraver stated he is inclined to <br /> place a maximum amount on it. <br /> Landgraver asked whether there should be a limit on how long someone can leave their dog there. <br /> Schwingler stated that is a business model decision. <br /> Thiesse commented people can go on vacation for a month and that he does not want to place a two-week <br /> limit on it,especially if there will be dogs there year-round. <br /> Leskinen stated on a use level, it is more than a pet shop but less than a kennel and that it is just a matter <br /> of getting the language right. <br /> Thiesse indicated he is very willing to allowing this to be a conditional use as long as there is a maximum <br /> number of dogs included in the ordinance. <br /> Schwingler stated that again is getting into the business model. <br /> Thiesse stated he would like some guidelines from someone in the City when they receive their first <br /> application. Thiesse stated pounds per square foot might be one option. <br /> Leskinen asked whether parameters for a conditional use be something to be addressed in an ordinance. <br /> Gaffron indicated they can be, and that when they are written into the code,the City has an easier time <br /> comparing what is being proposed to what is reasonable. From Staffls perspective, the more parameters <br /> within a conditional use text amendment, the easier it is to administer that ordinance. <br /> Thiesse noted they could also request a variance at the time they request a conditional use permit. <br /> Leskinen asked if it reasonable to have some form of this type of use within the B-1 district. <br /> Page 12 of 43 <br />
