I~..,..-,-~ '"' <br />U . <br />The wetland/buildable land boundary was established by the <br />applicant's soil scientist, Steve Shirmers, based on observed soil <br />types, vegetation, and topography, and verified by staff. Although <br />the airphoto wetland maps indicate a somewhat larger area of Hamel <br />soils, actual borings on the site along with the 2 • contour map have <br />verified that the wetlands map is incorrect. <br />Alao note that Long Lake Creek passes through the property. City <br />Engineer Glen Cook haa reviewed the project and the watershed to <br />determine the extent of flood plain, and recommends the edge of the <br />wetland conservation and f lowage easement be established at the 935' <br />contour, which closely coincides _with the dry buildable _line. <br />Staff has no other concerns relating to the Bellows plat and <br />suggests the following motion for approval: <br />To recommend preliminary plat approval of the two-lot plat of <br />Maureen Bellows finding that the proposed subdivision .meets all septic <br />standards set forth in the Orono On-Site Code and meets the st-andards of <br />the RR-1B zoning district, and that each lot is of a size and <br />configuration that will allow th~ construction of a single family <br />residence without the need of setback variances, such approva·l ia <br />subject to the following conditions: · <br />1) Dedication of the standard drainage and utility easements <br />along all property lines. <br />) <br />I <br />2) We lands to be described on the plat as drainage easements and <br />dedicated to the public -a conservation and flowage easement <br />shall be required over, under, and across the wet)· 3s. <br />3) Proposed home and all accessory structures on r ., .t. must meet <br />all setback standards of the RR-1B zoning distr ~t. <br />\ 4) Applicant m~st obtain acc~ss permits from Hennepin County <br />prior 7-0 relocation the driveway.
