Assurance of adequate on -site septic systems on all lots - <br />possible conflict with City's position of no municipal sewering <br />of this area <br />After a lengthy discussion the Planning Commission agreed that many of <br />the issues would have been resolved before approving the preliminary plat <br />had they not felt rushed into a decision just before Christmas holidays. <br />The Planning Commission tabled the proposal because many of the important <br />Issues were unresolved for lack of data. <br />The Planning Commission instructed the Zoning Administrator to request <br />of the City Administrator that this proposal be added to the agenda for <br />the Council meeting scheduled for March 16, 1978. The Commission felt <br />the urgency Would require some direction from the City Attorney and <br />City Council. They requested some direction on the following issues: <br />I. Private read - width, surface, grade and drainage requirements <br />2. Conservation anJ pasture easements - determination of boundaries and <br />use <br />3. On -site septic systems - necessity of soil borings and locating <br />primary and alternate drain fields <br />4. Private access easement between Lots19 and 21 as alternate access for <br />L)ts 20 and 22 from private read, Qutlot C - should this easement be <br />indicated )n plat or in title <br />S. Pedestrian eas�:nent on Lot 7 to shoreline of Lang Lake - extent and <br />limits of use - possible conflict with City's policy of restri tion <br />of riparian rights for properties not located on shoreline <br />6. Report from City Attorney confirming agreement with interpretations <br />in letter from developer's attorney, Steven Pflaum, dated 3-7-78 <br />1. <br />Fence on wetlands - is variance necessary <br />Chairwoman McDonald suggested that one member of the Planning Commission <br />attend the next Council meeting to represent the position of the <br />Comm I s s ion. <br />The Planning ._:rmmission informed Tim Adams that after obtaining direction <br />on these issues from the Council, the Commission would review the proposal <br />again conditioned on developer providing the following additional niterial: <br />1. U)cation of ,;11 existing structures in reference to proposed lot <br />lines so variances car be addressed <br />2. Private road detail (approved by Citv Engineer <br />3. Should private access easement between Lots 19 and ?1 he indicated <br />on plat or in title (a►pproval of City Attorney) <br />4.
