The site appears to be generally <br />consistent with the 1997 <br />approvals. Currently, the property <br />exceeds the 25% hardcover limit by <br />approximately 1,100 square feet, <br />with a level of 33.5% existing <br />hardcover. The applicant is <br />proposing to construct an attached <br />garage addition over the existing <br />driveway hardcover. Because the <br />property exceeds 25% hardcover, a <br />hardcover variance is required to <br />convert the driveway hardcover to <br />building hardcover. The proposal <br />also results in a 155 square foot <br />reduction in hardcover. <br /> <br />The property owner originally <br />received variances for this project <br />in 2024 (File # LA23-000064; <br />Resolution 7447). The project was <br />delayed, and the approvals expired <br />in February 2025. <br /> <br />Practical Difficulties Analysis <br />Applicant Submittal Information: <br />The applicant has identified the <br />relatively long, narrow shape of the property as a practical difficulty supporting the requested variance. They <br />should be asked for additional testimony regarding the application. <br /> <br />Planning Staff Practical Difficulty Analysis: Regarding practical difficulty, Staff finds that the narrow shape of the <br />property and the existing condition of 33.5% hardcover create difficulties in any expansion of the home. <br /> <br />Application Summary: The applicant is requesting a hardcover variance to convert the existing driveway <br />hardcover to a garage addition, changing the nature of the hardcover. <br />Staff Recommendation: Planning Department Staff recommends approval. <br />7
