The City of Orono is an Equal Opportunity Employer <br />controlling the police function and assures their proper application. <br /> Continually appraises the need for and modifies practices and promptly initiates any <br />required effective action. <br />Leads <br /> Staffs, organizes, supervises and trains personnel to assure law enforcement services are <br />provided within the City which will command the respect and confidence of the citizens, <br />preserve law and order, and protect life and property. <br /> Ensures professional standards, training and licensing for department staff is in <br />accordance with the MN POST Board and department policies, procedures and <br />operating guidelines. <br /> Identify staffing and training needs to facilitate the selection and development of <br />departmental employees. Assure comprehensive training of personnel by providing a wide <br />variety of internal and external training opportunities. <br /> Maintains chain-of-command for proper accountability and communication and evaluate <br />performance based upon stated objectives. Delegate responsibility and authority to others <br />as necessary. <br /> Reviews annual performance evaluations of department staff, responds to areas of <br />concern and accolades appropriately and with consistency. <br /> Promptly investigates complaints involving department staff, makes findings, and <br />responds appropriately. Handles disciplinary actions firmly and fairly based on careful <br />examination of all facts ensuring that policies, procedures, and performance standards are <br />applied. <br />Administers <br /> Coordinates and recommends an annual department budget and submits to the City <br />Manager for review. Maintains operations and expenditures within budget limits and <br />meets financial performance standards. <br />Coordinates <br /> Serves as department’s chief advocate and spokesperson, or delegates these functions as <br />appropriate. Express department positions with diplomacy and political awareness along <br />with displaying interpersonal tact and sensitivity to community concerns when dealing <br />with citizens. <br /> Projects a positive, public service image by promoting cooperative relations between <br />police employees, other City departments, public safety organizations, community service <br />groups and other governmental units. <br /> Follows up on complaints and other matters of public interest related to law enforcement <br />and public safety. <br /> Keeps City Administrator, partner cities and other appropriate officials currently informed <br />of police operations to ensure a good understanding of programs and to improve the <br />effective functioning of the Department. <br /> Acts as a liaison between the Orono Police Department and other federal, state and local <br />law enforcement authorities, and other organizations and groups that have potential impact <br />on the law enforcement and public safety. <br /> Operates as the face of the Police Department and regularly participates in community <br />events to help maintain a positive relationship with the community. <br /> Serves as the department lead for the Police Commission, preparing agendas, minutes and <br />attending Commission meetings. <br /> Performs other duties and responsibilities as apparent or assigned. <br /> <br /> <br />82
