MINUTES OF THE REGULAR ORONO COUNCIL IIELj i?.G 11 'LU MARCH 30, 1987 <br />':OMPREIIENSIVE PLAN 42 <br />Mayor Smeby stated that at this point thy? City <br />of Long Lake needs to negotiate witl. Orono <br />regarding these serv;ces prior to submitting the <br />plan to Metro Council. <br />City Administrator Bernhardson suggested that <br />staff work with Long Lake staff within the next <br />30 days to be followed by both Counci l's <br />meeting together. <br />Councilmember Callahan stated that the City has <br />tried not to encourage individual parcels to <br />a 1 low sewer & water hook --up to other <br />communities. Fie is not agreeable to allowing <br />hook-up because of concerns on the overall <br />effect on the system. <br />Mrs. Cic.i stated that thc;ir property borders <br />Wayzata/Long Lake/Orono railroad track/Hwy. 12. <br />She felt Long Lake would be the closest source <br />for sewer and water service for many years to <br />come. She noted that it would cost aproximately <br />S50,000 more for on -site systems. <br />Assistant Zoning Administrator Caffron noted <br />that the property does have on -site septic <br />capability. <br />City Administrator Bernhardson reviewed the areas where <br />change is recommended as follows: <br />Area 1 - Southwest corner of Old Crystal Bay. <br />Staff recommendation - Unsewered light <br />Commercial or In •istrial. (Metro Council has <br />indicated that their policy no longer allows new <br />unsewered commercial/industrial areas apart from <br />designated rural development centers. <br />Therefore, a MUSA line extension would be <br />required if property was designated for <br />rom-nercia 1/industria 1 purposes.) <br />P..:Ining Commission re- mmendation - Cnsewered <br />single family resider, .ial with no MUSA line <br />ex".ension. <br />Area 2 - South of Hwy. i2 between Cid Crystal Bay <br />& bong Lake/Orono border. <br />Staff recommendation - Construction of frontage <br />road to reduce direct Hwy. 12 access. Two <br />,ltcrn.it.ive frontage roads. proposed. <br />4 <br />
