Background 'information for Councilmembers in advance <br />of the Board of Review <br />INTRODUCTION - Up until 1990 the City of. Orono participated in <br />the West Hennepin Assessment District. For a number of reasons <br />this joint powers arrangement ceased to exist and Orono chose to <br />go with Hennepin County on a contract for their assessing <br />services. The first year Hennepin County had the assessment <br />substanital increases in assessments were realized throughout the <br />community and resulting in a large Board of Review hearing in <br />1983. As a result of this the City sought other ways to obtain <br />its assessing service and starting in the second half of 1984 <br />contracted with Rolf Erickson and his associated Dave Wilde for <br />assessing services. Their initial years' work resulted in <br />reductions in many places. At the Board of Rev iew in 1985 there <br />were approximately three people in attendance. At the 1986 Board <br />of Review about 10 people indicated that they desired to appeal. <br />As noted in the attached information, because of the market <br />sales, there are several, areas in the community in which <br />adjustments had to be made for the 1987 assessed payab'.e 1988. <br />It is anticipated that there will be substantially morL3 people <br />presenting appeals this year. (It should be noted that often <br />questions and resolution of prohlem3 have been handled in advance <br />of the Boar? of '?eview, generally thq� ,.),-ogle who show up have not <br />been in cont-,ct with the Asnesnnr's office prior to the Board of <br />Review.) <br />One significant issue from last year was the valuation of golf <br />courses. This is a result of the County trying to get a <br />coordinated Vstem for all golf courses and interpret the new law <br />relating to recreational space". The Orono Council last year <br />hacked the Assessor's value and directed that the golf courses, <br />in mass, appeal to the County Hoard of Review and directed the <br />Assessor io tr, t�-,sclvc the issue for 1981. The County Board of <br />Review chose to re-!ueP the County's amounts at that level, to bw <br />7.51 over the 1985 values. Rolf Erickson has done substantial <br />work in trying to address this situation, but there has not been <br />successful resolution of the matter at this point. <br />
