Ballantir.e Cabin, with bathroom fixtures, was allowed to <br />be repaired for the sole use of the summer caretaker. Burning of the <br />wooden debris did continue through the fall. The fish houses have <br />been removed and the Board assures us that the Excelsior Bait Shop <br />will no longer use the facility for winter storage. <br />The concrete, metal and asphalt debris remains on the island for <br />removal. The Board must provide a removal schedule for the debris as <br />part of the first phase permit review. <br />The early Hinter freeze in November and the abnormal warm temperatures <br />of the winter months have prevented staff from visiting the facility. <br />An Orono resident who regularly hikes the lake areas in the winter <br />called to advise that he had taken pictures in January of the Vet <br />Camp. He offered them to me and advised that he planned another visit <br />in March and would again take pictures. The resident wishes to remain <br />anonymous because he has "no axe to grind". His only concern is with <br />the state or condition that he found the camp. He called to <br />specifically ask how the City could allow such hazardous conditions to <br />exist. who was responsible for the Camp?" <br />Staff has asked the photographer to be present at your meeting of <br />April 13th but he again will be out of town. Bob Gasch has no problem with <br />disclosing his identity and would be happy to come before the Council at a <br />later meeting if necessary or desired. <br />The photos will be available for viewing at your meeting. The <br />photographs represent, at least for this staff person, a break down in <br />commun' cation and possibi ly a lack of concern or commitment not just 'Dy <br />responsible members of the Board but for the Orono staff that was to ass•lre <br />that hazardous conditions did not exist at the camp. <br />The Planning Commission recommendation supported staff's three phased <br />plan of review but did not feel it necessary to table action on phase one - <br />temporary conditional use permit foi overnight camping of work crews - <br />until staff had the opportunity to inspect the facility. Staff also asked <br />(in 3/13/87 memo) for a detailed plan for cleanup work program for 1987, <br />m;.kt up of work crews, schedule for removal of debris (materials that <br />cannot be burned on site) and name of caretaker. <br />Staff --eeks a work plan for the cleanup as a means to coordinate staff <br />responsibility at a mainland base - an obvious wec:kness with last year's <br />permitting. We have a 1 imited staff. - inspections take 3 to 4 hours of <br />staff time whe.-, making Big Island inspections and at a average boat rental <br />cost of $30.00 whenever carrp boat is not used. <br />
