ZL)ning File #1122 <br />April 7, 1987 <br />Page 2 of 4 <br />c) Intent of RS District <br />Planning Commission action conceptual recommendation May 4, <br />1987 Council action June 8, 1987 <br />Background on Application - <br />In 1985, the Veteran's Camp on Big Island was closed because of the <br />potential health and safety hazards posed for the public who regularly <br />used the facility. The structures were fire hazards. The enti.r, <br />facility had been allowed to deteriorate without any provisions for <br />routine upgrading and maintenance. <br />In that same year, the City commenced hazardous building proceedings <br />against the State Department of Veteran's Affairs, responsible agent <br />at that. time. The Department of Veteran's Affairs has since <br />relinquished all responsibility as trustee for the property. The <br />Board of Governors of Big Island assumed complete responsibility for <br />the property in late 185. <br />On May 12, 1.986 Council approved a temporary conditional use permit to <br />allow work crews to camp overnight at the facility. That same <br />temporary conditional use permit's expiration date was extended by the <br />Orono Council to December 31, 1986. <br />The hazardous building proceedings have been placed in abeyance <br />because our Council has been convinced of the good faith and <br />commitment of the Veteran's group. Planning Commission should be <br />advised that the clean up process does not require a conditional use <br />permit, the overnight camping phase of the operation requires special <br />approval. <br />Review Exhibit I, a report by the new Board updating the City on the <br />status of the clean up for the past year. <br />Staff had originally planned to recommend action for the first revi <br />phase of the application - Temporary conditional use permit for <br />crew camping on weekends - but after reviewing the conditions of the <br />original conditional use permit of 1986, staff realized or should I <br />say remembered the difficulities involved with achieving the regular <br />enforcement or supervision of activities on the island area. The <br />applicant has to assume responsibility for getting staff people out on <br />a regular basis for inspections. Gaffron advises that no one from the <br />Camp has ever contacted him to confirm septic capabi..ities. The City <br />cannot allow continued use of the Camp until septic tanks are <br />uncovered and drainfield areas located. <br />
