Zoning File #1122 <br />April 7, 1987 <br />Page 4 of 4 <br />In response to Mr. Wisdorf's letter, Exhibit F, staff had asked that <br />the application he tabled until three items cited by staff were addressed. <br />Staff is hesitant to recommend to Council opening the camp to overnight <br />camping use until we are assured appropriate measures have been established <br />to secure safe use of the facility. Please note the recommendation of the <br />Planning Commission included staff's request for the additional <br />information. <br />In addition to the controls established in last year's permit (Exhibit <br />C), staff would recommend the following amendments or additions: <br />a) Temporary permit to commence April 15, 1987.through September 30, <br />1987 - Remember cleanup can be conducted daily, the conditional use <br />permit is *ply required for overnight camping of work crews. <br />b) Makeup of work crews - scout group, etc. - Does Council have <br />concern with the ages of overnight vistors at this stage of the <br />rehabilitation of the facility. Should we limit the ages of work crew <br />members or assure there an adequate number of adult supervisors? <br />c) Name of the caretaker - The caretaker was an integral part of the <br />coordination of burning activities on the island last year. It was <br />difficult to make contact with him as there was no Fhone on the <br />island. If the caretaker does not have responsibility for the <br />coordinating of activities this year, the City should hove a list of <br />persons with such authority to be contacted when specific direction or <br />information is required or to be relayed. <br />d) What kinds of activities are planned for this year's cleanup? <br />All activities are limited to: <br />1. Razing and burning of buildings; <br />2. Cleanup and burning of debris/brush. <br />Outside of razing Berg Hall, no more removals are planned. Burning <br />shall be treated with great caution whi le the dry conditions exist. <br />Do they plan to barge debris off island in summer months? <br />We need to know what kinds of activities are planned so that staff can <br />evaluate work loads. If this permit is to be enforced properly, <br />r;-gular staff involvement is necessary. <br />e) Schedule regular inspections of facility - provide tranportation <br />for Orono staff - Planning Commission recommender? every 90 days; staff <br />would recommend at a minimum a monthly inspection. <br />f) Planning Commission has recommended a portable water supply and <br />tempory sewage disposal facilities to serve needs of work crews. <br />Staff has asked the applicant to provide information on these <br />facilities. <br />The enclosed resolution has 1-c en drafted for your review and action. <br />
