MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MARCH 30, 1987 <br />CRYSTAL BA:' SEWER PROJECT CONTINUED <br />City Administrator Bernhardson noted that some of these <br />items are covered under 1-year warranty after payment is <br />made. <br />Councilmember Peterson questioned the $38,180 cost for <br />seeding and topsoil and noting the result being mud and <br />"miniature corn stalks". <br />City Engineez Cook stated he could not explain why the <br />seeding dial not take and ncted that they planned to <br />spray for weeds. <br />1,aDean McWilliams, Willow Dr. S., stated she felt <br />money should be omitted from payment to cover weeds and <br />grass. She understood that the topsoil was contaminated <br />and would be replaced. <br />Cit, Engineer Cook stated that. the soil was tested at <br />one time and found not to be contaminated. <br />Curt Quady stated his property, and other properties he <br />is aware of, needs to be re -done and based on past. <br />performance, does not feel this will be done if payment <br />is made. <br />Jerry Wheeler, 3399 Crystal Bay Rd., stated that it is <br />his feeling that it is obvious that a lousy job was <br />done, it is the City's money, and there appears to be <br />good reason to hole] back payment. <br />Gary Printup, 1261 Briar Street, stated that during the <br />project walk-through there was mention made that the <br />soils could possibly be contaminated. He also noted <br />that no topsoil %as placed on his property. <br />City Engineer gook stated that during the pr-jevt walk <br />through, wherever they checked for topsoil, it exited. <br />Curt (wady asked what happened to all the topsoil <br />.removed from their r?ropert.ies, noting that the <br />replacement topsoil was not of the origir.a'_ topsoil <br />quality. <br />Councilmember Goetten expressed concern with getting the <br />problems corrected after payment is wade, feeling <br />holding back payment is the City's leverage. <br />City Engineer Cook recommended that this matter be <br />tabled until the April 13th Council m"ting and schedule <br />another walk-throuqh before that meeting. <br />10 <br />
