Legal Responsibility <br />• Clear rules on content moderation and comment policies protect residents' rights while preserving a respectful <br />and productive space for engagement. <br />• This policy ensures compliance with data retention laws, First Amendment protections, privacy standards, and <br />accessibility requirements. <br />• Posts and comments on City -run pages are considered public records and must be managed in accordance <br />with the Minnesota Government Data Practices Act. <br />PUBLIC INTERACTION & MODERATION <br />• Limited Forum Approach- City pages (to include Police and Golf) encourage public <br />interaction within posted topical content. <br />• Moderation Rules- Comment or content may be removed or hidden if: <br />o Comments that are not directly related to the topic of the discussion to which the comment is <br />responding <br />o Content or links distributed through automated software programs for artificial engagement, spam, <br />phishing, or scams <br />o Political statements that endorse or oppose political campaigns or candidates <br />o Posts and comments that contain obscene, indecent, or profane language or pornographic images or <br />links to obscene or pornographic content and direct threats <br />o Prejudiced or harmful comments that encourage discrimination or discriminate based on race, creed, <br />color, sex, age, religion, gender identity, ethnicity, marital status, national origin, physical or mental <br />disability, or sexual orientation <br />• Solicitation, promotion or endorsement of specific commercial services, products or entities <br />o Posts and comments that advocate illegal activity <br />o Personally identifiable information or sensitive personal information that if released violates federal or <br />state law <br />o Information that could compromise the safety or security of the public or public systems <br />o Information that directly interferes or compromises ongoing investigations, public safety tactics, or the <br />safety of public safety officers <br />o Confidential or private information or data in violation of state or federal law <br />o Information that appears to violate the intellectual property right of the City or a third party under <br />federal or state law <br />Please note: Comments expressed on the city's social networking sites do not reflect the opinions or positions <br />of the City of Orono, its employees or elected officials. <br />In the event of an emergency, call 911 for a police, fire or EMS response. The City of Orono cannot guarantee <br />a timely emergency response to comments posted on social media sites. <br />• Response Times- Reasonable questions should be answered within one business day. <br />• Appeals- Removed public content may be appealed via email to the City Clerk; <br />decisions provided within 24 hours. <br />55 <br />
