DISCUSSION - In relationship to the development of property the <br />following represent requests made by the City, either Council or <br />staff. These would be appropriately included in consideration of <br />the naster plan. <br />1. RTpair Schedule of �Exx�is�ti�ng Buildings - In the <br />conditiona�se peimie one of tT a requirements was that <br />they submit a repair schedule for buildings that were to <br />remain. Apart from permited repair of three bathrooms <br />plus the caretaker's cabin, the City has received <br />nothing to indicate their plans to either remove or <br />repair other buildings with an accompanying time <br />schedule. <br />2. Work to Date Progress Report - At the December 17th <br />meeting between staff and representatives of the Board <br />it was requested that they prepare a report representing <br />the work that they had done to date regarding the <br />island. <br />3. Funding Program - A representative of the Board of <br />Governors indicated that they are developing a funding <br />program and will be presenting that to Council. <br />4. Financing Program - To give meaning to the master <br />plan rt would be helpful that financing costs be <br />attached to each of the phases outlined and that be tied <br />to the funding program. <br />To the extent that substantial work is done by volunteer <br />labor it would be helpful to indicate which items would <br />be expected to be done with voluntee.: labor plus any <br />attendant costs, such as materials, together with a <br />timetable for the work. <br />5. Application for Conditional Use Permit - As noted in <br />the motion from the January 12, 1987 meeting the Council <br />requested Big Island Board of Governors submit their <br />application by January 31st for consideration on <br />February 17, 1987 Planning Commission meeting. To date <br />this has not been received. <br />6. Board/Staff Relationships - While addressed last <br />September no effcrt has been made to address Board <br />concerns with the City Administrator as directed by <br />Council at their August 25, 1986 Council meeting. <br />ISSUES AND CONCERNS <br />1. 1987 Work Pro4 P <br />ress and Develo ment - Concern <br />------ - ---- <br />regaraIng tT,e entire master plan is tFie extent to which <br />proposed development will actually occur.
