Discussion of Requirements for Big Island Board <br />of Governors to Meet Prior to Issuance of any <br />Further Permits <br />INTRODUCTION - Tha Big Island Board of Governors, which took <br />title - to tie property from the State of Minnesota in November <br />1985 had submitted a request for and received approval of a <br />conditional use permit which granted limited over -night camping <br />for working parties. It additionally allowed a caretaker to live <br />on the property throughout the summer. This originally expired <br />in September 1986, but the Counci 1 chose to extend it to December <br />31, 1986. December 31, 1986 was also the deadline set for <br />submission of a master plan by the Board of Governors. This <br />deadline was suggested by the Board and accepted by the Council. <br />As noted in attachment A the Board made an informal presentation <br />of their master plan to staff on December 17, 1986 and it was <br />recommended that they make a conceptual overview of the plan to <br />the Council at a regularly scheduled Council meeting. <br />Additionally it was recommended that they submit an application <br />to have the entire concept formally reviewed first by the <br />Planning Commission and then by the Council. <br />The previous Council was holding hazardous buildings proceedings <br />in abeyance pending receipt of the master plan. As noted at the <br />last Council meeting you extended the deadline for commencement <br />of hazardous buildings proceedings from December 31, 1986 to <br />March 9, 1967 pending the outcome of the formal application <br />process. The previous Council's direction was that no further <br />building permits, apart from the limited number already issued, <br />would be granted until the master pl-n had been approved by <br />Council so that no further work would le done that was not in <br />concert with the overall development plan. <br />1 <br />
