this it is important to tie in their funding and <br />financing to understand the timing of what they <br />anticipate to be done. In line with this it would be <br />appropriate that the plan indicate which of the existing <br />buildings will remain and the work schedule for fixing <br />those up together with indicating how long those would <br />be utilized. A concern also related to the progress is <br />the understanding that there were no monies appropriate <br />to this Veterans Camp during any of the conventions of <br />the four organizations that make up the Big Island Board <br />of Governors. Given the unique nature of the <br />development they are undertaking and given the fact it <br />would not be easily converted to other uses together <br />with just the magnitude of the operation, it may be <br />worth exploring the issue of requiring a letter of <br />credit to ccver the proposed development and a timing <br />schedule that needs to be met in order to insure that it <br />happens. <br />2. Compliance - The City does have a concern related to <br />their ability and/or desire to comply with City <br />requirements. This was initially indicated in the fish <br />ice house storage on the island, but has continued to <br />the extent that work has been done beyrnd that permitted <br />in a conditional use permit or work dcne which required <br />building permits that have not teen taken out. <br />Additionally it has been indicated that the dining hall <br />which was a building that was secured and in need cf <br />extensive repair was utilized as a dining facility <br />during the summer of 1966. while not necessarily <br />requiring a conditional use permit to utilize it for the <br />working parties, it is anticipated that a significant <br />amount of work requiring building permits would need to <br />be clone to make it safe for food service. A list of all <br />the issues related to the dining h.11 have previously <br />been given to members of the Board. <br />3. Annexation - As you will recall the Board made the <br />offer at tTiey be annexed to some other community so <br />that •could find a staff that was more amenable to <br />work the Board. The City has no indication that <br />they nave approached any of the other communities <br />regarding this nor filed any petitions in relationship <br />to it, however, it would be staff's recommendation that <br />the City contest any such annexation as the Big Icland <br />properties represent a key environmental point on the <br />lake. <br />RECOMMENDATION - Staff recommends the following direction be <br />given to the Big Island Board of Governors related to their <br />development. <br />A. That no conditional use permits for any further <br />activ.ty requiring such permits be granted tc the Boar.] <br />
