d. Meetings. The Commission shall meet at such times and <br />places as it shall deem appropriate but at least once every <br />twelve months. All meetings shall be open to the public. <br />e. Voting Requirements. All actions of the Commission <br />shall require a simple majority of the commissioners present and <br />voting. A majority of the commissioners shall constitute a <br />quorum. <br />3. POWERS. The Commission shall establish and oversee the <br />operation of the Program. The Commission shall have the <br />authority to: <br />(a) enter into contracts in accordance with Minnesota <br />Statutes section 471.345, subd. 5, as may be <br />necessary to accomplish its purpose; <br />(b) hire, on an independent contractor basis, such <br />persons as are necessary to operate the Program, <br />including but not limited to a program <br />coordinator; <br />(c) lease a site for a central collection facility; <br />and <br />(d) apply for and administer grant monies as necessary <br />to fund the Program. <br />In no event shall the Commission incur obligations in excess of <br />its funding as provided in paragraph 4. <br />4. FUNDING. Funding for the establishment and operation of the <br />Program shall come from grant monies and funds received from the <br />sale of the recyclable materials. It is anticipated that initial <br />funding in the amount of $2,457.00 will be provided by the <br />Metropolitan Household Abatement Program. It is further <br />anticipated that subsequent funding will come from other sources, <br />including the following: <br />(a) Metropolitan Household Abatement Program ($.50 per <br />household) <br />(b) Tonnage Payment Program ($4.00 per ton abated) <br />(c) Metropolitan Council Demonstration Grant ($2,500 <br />to the City of Medina) <br />(d) He.inepin County funding of solid waste source <br />separation programs (50% of project) <br />(e) Funds received from sale of recyclable materials. <br />Each Participant agrees to contribute to the Commission any funds <br />it receives from any source for projects or programs involving <br />2 <br />
