Plat Map <br />In November of 2004, the City septic inspector notified the applicant that the existing <br />shower and toilet facilities were failing. The City at that time required that their use be <br />discontinued and the systems upgraded by July of 2005. The applicant met with Planning <br />staff in March 2005 to discuss the options and fulfill the Pre-Application Meeting <br />requirement. At that time staff discussed a new shower/toilet facility and the conditional <br />use permit requirements. <br />The applicant is proposing a concrete 20'xl4' combined toilet and shower building <br />detailed in Exhibit C to be constructed near the top of the hill on the property. The <br />building is proposed to have facilities for both male and female club members with a <br />shower, a sink and two toilets in each half. There will also be a small storage closet to <br />house mechanical equipment and supplies. The building is proposed without electricity <br />or internal lighting. The roof will contain vents and skylights and night-time illumination <br />will be facilitated by a street light type of light on a pole outside the building to deter the <br />attraction of swarming insects. <br />The failing shower building, which has been removed, was located within the 75' <br />setback. Currently, within the 0-75' zone the only structure is a 1,700 s.f. pavilion <br />shelter. There are four additional sheds on the property, two of which are completely <br />within the 75'-250' zone; one is partially located within 75' of the shore. The <br />toilet/shower building is proposed to be 280 s.f., which will account for 0.25% hardcover <br />within the 75' -250' zone. <br />Conditional Use Permit Analysis <br />The Minnetonka Power Squadron has operated a day use recreation area on the property <br />since 1969, and went through a conditional use permit review in 1994 (Resolution 3416 <br />is attached as Exhibit E). The purpose for the conditional use permit review at this time <br />is the need for the new toilet and shower building in excess of 120 s.f.. The following are <br />requirements for Day Use Recreation Areas within the RS zoning district. <br />• The minimum dry-buildable record lot area required for approval of a day-use <br />recreation area conditional use permit without a variance shall be 5.0 acres.
