Request for Sewer Connection - 2445 Woodhaven Drive <br />September 15, 1986 <br />Page 2 <br />Item 3: eackberry Sewer Assessment <br />Q. What assessment did Hackberry residents pay for the sewer? (Part <br />of 73-1 Assessment) <br />A. Assessment formula was in 3 parts: <br />1) Trunk assessment at $250.00/acre <br />2) Front footage assessment of $18.30/front foot <br />3) Unit assessment of $3,859.05 <br />Typical assessment was $5,800/single lot bldg site* <br />$7,700/double lot bldg site* <br />* A 20% reduction was granted to the 50-60% of landowners who <br />appealed this assessment <br />Item 4: Hull's Projected Assessment <br />Q. Based on Item 3, what would be a fair assessment to Mr. Hull in <br />exchange for sewer connection? <br />A. 1) Lot area of Hull = +/-2.19 acres; 2.19 x $250.00 = $547.50 <br />2) Front footage <br />(assume footage on Woodhaven Drive between Hull's extended <br />side lot lines: 107.34' + 150.27' + (319.68-315.04) <br />262.25' X $18.30 = $4,799.18 <br />3) 1 Unit: $3,859.05 <br />TOTAL - $547.50 + 4,799.18 ,- 3,859.05 = $9,205.73 <br />Allowing the appealed amount, <br />assessment would be: .80 x 9,205.73 = $7,364.58 <br />These: amounts do not reflect inflation from 1973. The 1986 <br />"value" of this sewer might be as much as 50% higher, say <br />$li;000-$14,000. <br />Item 5: kssessment Policy <br />Q. From .a policy standpoint, should unassessed properties who want <br />to later opt into a sewer project be assessed the original amount <br />of the projE,-:t assessment as a connection fee? <br />A. Staff recommendation - yes, since we even go so far as to pot <br />into resolution form such a policy on contemporary sewer <br />projects. Also, this is on fair given that in the Hackberry <br />area, certain adjacent property owners were originally given the <br />option to be included or excluded from the project. Those who <br />opted out certainly should not be allowed to opt back in, 10 <br />years later, for free. <br />
