Request for Sewer Connection - 2445 Woodhaven Drive <br />September 15, 1986 <br />Page 3 <br />Item 6: Potential For Septic System Replacement <br />Q. Given Hull's site conditions, can an on -site system be <br />successfully developed on his property? <br />A. Yes, based on standards set forth in Orono's on -site code and the <br />MPCA recommendations. <br />Item 7: Comprehensive Plan Guidelines <br />Q. Does the Comprehensive Plan provide guidelines for sewering <br />individual residences within a rural zoning district? <br />A. The Comprehensive Sewer Policy Plan (CSPP) in the section <br />entitled "Rural Sewage Treatment Policies", makes general and <br />specific policy statements which generally establish that in <br />rural zones, on -site systems will be used and municipal sewers <br />will not be extended. Policy #11 defines an analytical process <br />for reviewing clusters of residences with failing systems, but <br />does not address the individual connection. It does state that <br />"extension of municipal sanitary sewer" is the final option to <br />consider only if problems can't be economically or technically <br />resolved on -site. <br />Item 8: NWCC Connection Policy <br />The Metropolitan Council's Water Quality Managemenc Policy No. 11 <br />(Page W12/79) allows the connection of existing rural development into <br />the interceptor system if identified in the City's CSPP. The Hull <br />residence and the Woodhaven area are not identified in the CSPP as <br />potential problem areas and would require a Comprehensive Plan <br />amendment to be included in the CSPP. <br />Item 9: Alternative Waste Management Study - Options <br />Q. Although the Alternative Waste Management Study requirement is <br />defined for clusters of existing development only, do the review <br />criteria and potential options relate to individual property? <br />A. Yes. For Hulls residence, consider the following: <br />OPTION 1. Alteration of water use habits by residents: this is <br />feasible but doesn't solve Hull's problem without certain <br />revisions to his system. Estimate $1,500-3,000 with system <br />revisions (including switch to minimum water use fixtures). <br />OPTION 2. Repair or reconstruct existing system: feasible. <br />Estimate $5,800+. <br />OPTION 3. Replace existing system with a new system: feasible. <br />Estimate $5,800+. <br />
