Council Polic` On Big Island - As noted in th_ <br />Comprehensive l laa the policy is that all the land on <br />Big Island is best in public ownership. All the <br />Councilmembers have expressed a desire to give the <br />veterans an adequate amount of time to rehabilitate the <br />cam? and staff is following this direction. <br />6. Secession From Orono - As mentioned at the March <br />discussions on the conditional use permit and again in <br />August the Big Island Board of Governors would like to <br />explore seceding from the City based on t is feeling <br />tl the City does not either know how, o -nt to deal <br />wi them on what they consider a reasonab basis. It <br />is c`.aff' recommendation that the City not agree to do <br />this volw..:.arily and should a petition for annexation to <br />another community or secessi n `her manner be <br />proposed that Council detercr. a, time -hether <br />they want to contest such an at basis for such <br />a position would be the pivotal role the Big Island <br />properties play environmentally in Lake Minnetonka. <br />7. Service/Investigations - It was mentioned that the <br />Cii Does not provide any service to the Big Island <br />BoarJ of Governors and it was cited that they had arsons <br />and vandalism for which the City of Orono had not done <br />any follow up investigation. In the case of the <br />vandalism it was reported 4 days in advance of the last <br />meeting. The City did investigate and determined who <br />were the offeniing parties. S'.nce they wero juveniles <br />the disposition of the cas, cent over to the juvenile <br />court. As for the cases of arson the City has <br />investigated each of those and attempted to determine <br />chat is very difficult in the case of arson) any <br />.;sible suspects who may have caused such arson. <br />ivestigation as to it-- timeliness, whs, h is critical, <br />aas been hampered by the fact that P' - I.sland Board of <br />Governors originally r(jrted the fi _sse of arson to <br />the State Fire Marshal's office, i', c contact to the <br />City of Orono with a delay of a !,,--nth o,: two to Orono. <br />Secondly, in the case of the pos.;.oip arson this summer, <br />the City has not received the requested Statements from <br />invol it- parties � - a timely fashion. <br />8. `.aff/Board of Governors R` lations - It should <br />f inai ly be mentioned that Lie staff stands willing to <br />discuss p oblems the Big Island Board of Governors may <br />have 'th the staff in its operation. To date however, <br />d(-spite Cou:ncil's invitation the Big Island Board of <br />Governors have not availed themselves of this avenue to <br />redress the i , grievances. <br />
