Council has <br />consistantly advised that prior to any rehab work or new <br />building construction: a conditional use permit on a da4 <br />use recreational a must be approved by the City. <br />Until such time -:ne master plan is received and <br />Council approves the: issue of furthe- ' ding permits <br />is moot.
