Zoning File #1026 <br />July 23, 1986 <br />Page 4 <br />In addition, the Planning Commission recommended that a <br />future private road outlot be designated along the west <br />boundaries of Lots 2 & 3 up to southeast corner of Lot 1 as the <br />major through road would be now relocated further east and not <br />within aplicant's propE '--y. <br />Sttalf Recommendation <br />Staff proposes the same recommendation to Council as already <br />stated in the first part of this memo prepared for the Planning <br />Commission meeting of July 21st. <br />To recommend that a future north/south through road be <br />designated along the east boundaries of Lots 2 & 3 at a minimum <br />width of 60 feet to connect to a '!jture extensio:, of Woodhaven <br />(review Exhibits C & D). The cc,.:. pion is based on one or more <br />of the findings noted in the attached staff resolution in <br />addition to the following specific findings: <br />1. The proposed access corridor is located at ti,e mid point <br />of the undeveloped lands of the lower � section providing <br />access for east/west private roads and driveway curb cuts <br />serving future lots and reducing curb cuts on heavily used <br />arterial roads. <br />2. The proposed total development of 30+ acre property to <br />the immediate north must provide a link or easement to south <br />- City must designate preferred link or connection point for <br />developer. <br />3. In defining through roar -.orridcr, the City places <br />future developers and curre, owners, involved in site <br />planning, on notice that a road will be constructed at some <br />time in the future and to plan accordingly. <br />4. The appli•:ants will have adequate time to plant tree <br />replacements and screening along east lot lines before a <br />major roadway is developed. <br />Staff concludes with the applicant that there is no need to <br />designate a portion of an access corridor along the w -it lot <br />lines to serve undeveloped corner parcel if access to Lot 3 is <br />via the east side of subject property (within the newly defined <br />through road). If the corner parcel (not part of subject <br />property) is developed at 3 or 4 lot density, a private road <br />outlot must be designated along east side of that property at <br />Watertown Road. <br />Council Action <br />To approve the preliminary plat of Mike Hilbelink and John <br />Vogt subject to the findings and conditions cited in att::c:hed <br />resolution and to further amend such resolution so as to provide <br />additional right-of-way for future through roads per staff <br />'commendation. <br />
