7186.3 3.0 <br />TO Mayor and City Council " a� <br />FROM: Mark Bernhardson, City Administrator�`�}k`� JUL IQ i�a^ <br />DATE: July 1, 1986 U71? ij,,, „... <br />SUBJECT: Administrator's Information <br />Goal Setting Status - Attached is the goal setting status as of <br />June 38 for the 1986-87 goal setting. <br />Lake Minnetonka Access - You may have noted there was a meeting <br />involving the Governor, Commissioner of Department Natural <br />Resources, Metro Council and Hennepin Suburban Parks. Apparently <br />indicated at that meeting was that if Suburban Parks were able to <br />locate a site for regional park down in the southwest area of <br />Lake Minnetonka that perhaps construction on King's Point would <br />not take place. It is presently our understanding that <br />regardless of whether that is the case or not, that DNR is <br />awaiting the outcome of the lawsuit involving DNR and the City of <br />Minnetrista. As you are aware the judiciary rejected the lawsuit <br />of an abutting owner. <br />Fulmer Property - Efforts to have Metro Waste Control Commission <br />a Tow Fookup to this property without a formal comprehensive plan <br />amendment have been to no avail. In light of that the City has <br />commenced a comprehensive plan amendment to allow for the <br />Metropolitan Urban Service Line to be adjusted for not only this <br />property but also other properties that have previously been <br />hooked up to sewer without the comprehensive plan amendment which <br />include the Crystal Bay area and the Minnetonka Bluffs area. It <br />is anticipated that this will go to the Planning Commission on <br />July 21st and perhaps brought to Council as early as July 28, <br />1986. <br />Chicken Joint - Development of the Chicken Jo: it on the Keaveny <br />property apparently is not going to transpire• as Mr. Lambin has <br />invested his money in the buy out of Mai Tai restaurant. Mr. <br />Keaveny does have until January of 1987 to complete final <br />subdivision on the property but desires not to do so until such <br />time as he has a new buyer. The City will be reviewing this in <br />light of any appropriate hazardous building proceedings that may <br />be attendant to that property. <br />Deering Island - As you may be aware lumber was transported out <br />to the island the weekend of June 21st and 22nd. As noted in the <br />attached letter the City transmitted a letter to Mr. Paul <br />Scherber owner of the island on June 25th indicating that he can <br />not do anything on the property without appropriate permits. <br />Based on a report on Friday, June 27th the City sent Tom Jacobs, <br />its Inspector, out to the island to determine if construction <br />activity was in fact underway. Workers on the island were <br />building picnic tables and were also constructing dock sections, <br />
