It was additionally noted that <br />considerable cleanup work had been done to the residential <br />property there, however much needed to be done. The City is <br />presently considering hazardous building proceedings regarding <br />the current building on the property based on the actual <br />structural nature together with the inadequate sanitary <br />facilities that exist on the island. <br />West Ferndale - Subsequent to the resolution closing the west leg <br />of West Ferndale it was brought to the City's attention that <br />persons from the Woodhill Country Club when traffic is extremely <br />heavy or when it is slippery outside, will use traffic motion in <br />which you turn west bound onto Shoreline/County Road 15 and when <br />they get to the west leg of West Ferndale turn left, go around <br />the circle and then get on eastbound. While this may not be <br />appropriate traffic movement it is one that has been utilized in <br />a practical manner apparently for a number of years. The concern <br />is not so much for the bulk of the adults but for young kids and <br />for persons who are older that live there and may not feel as <br />confident in their reflexes and reactions. The City has delayed <br />any action on carrying out the resolution on West Fern'ale and <br />will be looking at possible solutions to the problem in light of <br />this new information. It is anticipated that this will be <br />brought back to Council at a future date. <br />Freshwater Biolpaical InstiLute - The City has received a <br />conceptual design for construction of 12 duplex units on the bulk <br />of the developable FWBI property in line with their expansion. <br />As you may recall back in 1983-84 there was consideration of a <br />plan for construction of about 4 duplex units together with the <br />expansion as part of a subdivision but becaus of sewer capacity <br />at the time and a number of other issues it was dropped. Sewer <br />capacity is now available and FWBI would like to go ahead with <br />their proposal. In order for constructi,- of duplexes on the <br />balance of the property however will requi do amendment to the <br />City's zoning code. The language for this will be presented at <br />the July 21, 1986 Planning Commission for possible of <br />consideration at the July 28, 1986 Council meeting. <br />LELS - Grievance Arbitration - In January when the City changed <br />ache u e-1 s mom a 6-3 6-3-6 2 rotating schedule to a fixed 5-2 5-2 <br />with the same days off every day of the week, the Union filed a <br />grievance because persons were assigned to that rather than <br />allowing persons to sign up in accordance with the contract where <br />shift selection by seniority. The actual shifts were not changed <br />in February only the days off and therefor the City feels that <br />this was not a valid grievance. Additionally the City has not <br />allowed sign up for either days off or shifts for at least the <br />last 9 for 10 years dispite the contract language. For the <br />schedule which was amended starting the 1st of April which does <br />allow fo. days off on a rotating basis the City did allow for <br />sign ups. There is no grievance on this schedule that has been <br />
