TO: Mayor Butler
Mark Bernhardson, City Administrator
Orono Council Members
FROM: Jeanne A. Mabusth, Zoning Administrator
DATE: June 19, 1986
SUBJ: Bed & Breakfast Amendment
Staff has amended item (3) of the original staff amendment for a
B&B based on Council's desire to control the number of such
facilities. As staff advised at your last mee* ng, the City
cannot limit the number of conditional use permits to be issued
for B&B's.
In light of Council's responsibility to protect the health,
safety and welfare of it's residents and because the accumulative
effect of several B&B's within residential *neighborhood can
present a greater potential fo- safety or nuisance concerns with
the more intense use of street.E noise level, etc. Staff
suggests that B&B's be located on state, County, or M.S.A.
streets and that a separation distance of at least 3,000 feet be
re ired based on the density levels of Orono's zoning districts
tc Ssure that no single neighborhood district would have more
than one such facility.
