The intent of the City Council is to <br /> accommodate any new traffic flow from this large study area <br /> in the safest ..manner possible,� with the least adverse <br /> effect on the immediate neighborhood, and on the public <br /> generally. <br /> 15) The Council is concerned �rith maintaining and improving <br /> the safety and traffic handling ability of County Road 15. <br /> Increasing the number of curb cuts increases traffic <br /> conflicts and decreases safety. Eliminating poorly <br /> designed or located curb cuts improves safety and reduces <br /> the need for major changes in roadway design. <br /> ' 16) The traffic studies forecast about 70-80X of the new trips <br /> generated by future development within the study area <br /> would eventually travel east of Navarre on County Road 15. <br /> . The studies recommended three routes for this traffic: <br /> a) Use of a widened and improved Blaine Avenue, <br /> � including an improved intersection of Blaine <br /> Avenue and County Road 15. The long range <br /> plan would be to install traffic signals at <br /> this intersection becaus.e it also serves <br /> opposing Casco Point Road. , <br /> b) Use of the existing signa].ized intersection at <br /> County Road 19 and 15. The best route from , <br /> the study area to this intersection is via <br /> , Livingston Avenue. because Livingston is wider <br /> than Crystal Place or Lyric, because Livingston <br /> has the best in.tersection with County Ro.ad 19, <br /> and because Lyric and Crystal Place each have <br /> poor intersections within the existing neighborhood. <br /> c) Continuation of a new street through the study <br /> area to a new intersection with County Road 15 <br /> located in the approximate area of the existing <br /> Mary Sohns driveway because of the superior <br /> intersection characteristics of this location. <br /> � <br /> Page 4 of 8 <br />
